1953～1960年被稱為臺灣戰(zhàn)后經(jīng)濟發(fā)展的第一次進口替代時期。所謂進口替代是指通過關稅保護等措施，嚴格限制產(chǎn)品的進口，如肥料、玻璃、家電、藥品、自行車等，鼓勵島內(nèi)企業(yè)自行生產(chǎn)，發(fā)展臺灣本土的產(chǎn)業(yè)。這樣既可節(jié)約外匯，又可擴大生產(chǎn)，拉動內(nèi)需，增加就業(yè)，一舉多得。在這期間，制定并推行了兩期四年經(jīng)濟建設計劃，取得了良好的效果。在以“民生主義”為原則的口號下，職業(yè)教育以市場需求為導向，以培養(yǎng)農(nóng)工生產(chǎn)急需的人力資源為目標，加強對畢業(yè)生的就業(yè)指導，為經(jīng)濟復蘇奠定了發(fā)展基礎。

一、經(jīng)濟發(fā)展狀況及其改革措施

經(jīng)過光復后近7年時間的恢復和重建，到1952年底臺灣經(jīng)濟的各項指標大多已恢復到戰(zhàn)前的最高水平。特別是美援的恢復，為臺灣經(jīng)濟重建提供了大量物質(zhì)資料，使臺灣經(jīng)濟擺脫了困境，進入了穩(wěn)定的復蘇時期。由于物價逐漸平穩(wěn)，工農(nóng)業(yè)生產(chǎn)恢復正常，民眾的生活水平得到改善，社會也進入了相對穩(wěn)定時期。

1.經(jīng)濟狀況：從緩慢恢復走向穩(wěn)定發(fā)展。1952年是臺灣經(jīng)濟和社會發(fā)展的轉(zhuǎn)折點，主要表現(xiàn)在以下幾個方面：

首先，物價得到控制。物價是關乎民生的首要指數(shù)，是社會經(jīng)濟是否健康發(fā)展的晴雨表。1949年退臺時臺灣的物價上漲率達到1，189%，到1952年底漲幅降到了25%，物價上漲迅猛的勢頭得到有效扼制，轉(zhuǎn)入了相對穩(wěn)定階段。其次，工農(nóng)業(yè)生產(chǎn)得到恢復。農(nóng)業(yè)是臺灣的支柱產(chǎn)業(yè)，是社會穩(wěn)定的首要因素。通過增加資金投入，擴大耕地面積，改進生產(chǎn)技術等多種措施，使土地的集約利用程度得到提高，農(nóng)作物品種增加，產(chǎn)量得到提高。到1952年底，農(nóng)業(yè)產(chǎn)值占國民生產(chǎn)總值的35.9%，達12，20百萬元新臺幣，農(nóng)業(yè)就業(yè)人數(shù)為164.2萬人，占總就業(yè)人數(shù)的56.1%。在工業(yè)生產(chǎn)的恢復過程中，電力、肥料、紡織三個部門恢復較快。1952年發(fā)電裝機容量達33.15萬千瓦，超過了戰(zhàn)前的最高水平?；十a(chǎn)量達28，131公噸，紡織業(yè)擁有棉紡紗錠14.3萬錠。民營企業(yè)得到空前發(fā)展，民營制造業(yè)生產(chǎn)指數(shù)比1946年增加了4倍，就業(yè)人數(shù)增加了50.5%，達到13.26萬人，產(chǎn)值比重占43.3%。最后，對外貿(mào)易得到較快恢復。51年的殖民地經(jīng)濟，日本成了臺灣唯一的島外市場。光復后，由于經(jīng)濟結(jié)構(gòu)單一，又失去了日本市場，使臺灣的外貿(mào)趨于停滯狀態(tài)。1950年美援恢復，以及1952年對日貿(mào)易通道的重新開啟，是臺灣外貿(mào)步入正常發(fā)展的重要推力，美日兩國成了臺灣外貿(mào)的主要對象。到1952年底，臺灣外貿(mào)總額已恢復到326.5百萬美元①，其中從美日兩國的進口額占進口總額的66.92%，出口美日總額占出口總額的56.06%。

“總之，至1952年底，臺灣經(jīng)濟已基本擺脫困難與混亂局面。隨著美援物質(zhì)的大量到來，金融形勢走向穩(wěn)定，物質(zhì)供應趨于緩和，工農(nóng)業(yè)生產(chǎn)逐步恢復，為50年代中后期經(jīng)濟的初步發(fā)展創(chuàng)造了不可缺少的前提條件?！雹?/p>

Ⅰ Overview and Features of English Communicative Teaching

Language is a tool of communication.English teaching is aimed at training students with communicative competence and Communicative langue teaching .It is functionality as the language key link，with emphasis on cultivating teaching communicative competence.“Communicative competence” concept was first brought out by the American social language experts Hyams.Hyams be summed up as a person of language knowledge and the ability to use，including the following four aspects：(1)grammatical competence(2)sociolinguistic competence(3)discourse competence(4)strategic competence

The most obvious feature of communication is all subject to reality，first is sound language，after Habitat Singular Act.Students are carrying out large-scale using of language communication activities，such as，scenes of dialogue，questions and details of the article on the quiz，role playing.Teachers create scenarios so that students can transfer to actual daily life of real communication under the simulation of communication gradually from real sense of the communication municative language is another characteristic of the authenticity of materials，only to deal with real language，can students broaden their thinking and make the real communication

Ⅱ The specific application of Communicative English teaching in primary schools

1.Preparing before class

Free talk is an effective way of training spoken English； students have sufficient autonomy to choose their own interest in the topic.They can prepare in advance before every class by several students to do free talk ，the topic involved instudents' school life，learning courses，personal anecdotes，class activities，regional climate，short stories and so on，this event is not only open to students for English-speaking，but also to prepare students to be consciously inspecting some of the information in order to gain more knowledge while promoting the communication between the students and the exchanging information，it is helpful to improve the ability of exchanges.

The creation of game scenarios for Communicative English.The game of Learning is a favors form of just like these students in the lower grades.Playing is an important active means of teaching.It can not only create a harmonious and joyful atmosphere，but also stimulate interest in learning to change students' faith of English study from passive to active learning，enhancing the ability of students' English listening and speaking，that is really helpful.In the classroom there can be a variety of games，such as，guess，filled letters，the word Solitaire，intellectual competitions and so on，and teachers can organize games for students to speculate teach verbs，such as “run，jump，dance，sing”.the steps is as follow：(1) Teachers prepared some notes and marked with the words and phrases action.(2) Each student has a chance to choose one without anything about it，and in accordance with tips for action.(3) the student movement edge for a while.(4) According to the action below classmates guess，until it right so far.Students guess by the notes under teachers' control with different levels，by means of individual activity or in groups，The forms of the English classroom game are：spelling words，finding Apples，looting the red flag，guessing，Whisper games，passing balls with music，listening to instructions to do the movements etc.

Communicative Approach in the teaching of grammar 1 In the classroom teaching，following the psychological characteristics of students，we introduce the competition mechanism with a wide range of learning contests，which can stimulate the enthusiasm of students，but also train students with English communicative competence.Such as spree shopping contest：teachers elects six students as salesmen，a pile of word cards (including animals，fruit，transport，stationery，clothes and food)are mixed together and then sent to salesmen.Then the whole class is divided into six groups，each group purchased a category of items between salespersons and customers respectively using the items as following：

B：Yes，I want.

Transactions are made in the limit time，behold group to buy things up.Class competition is variety of activities，finding friends，picking apples，snowball，and the word relay.Through competition the following results can be made：(1) to stimulate student's interest in learning English.(2) to train students' awareness，the spirit of cooperation，the initial use of language proficiency，as well as the ability to express emotion.(3) to train students organizational capability，imagination，creativity and performance capabilities.

Communicative Approach in the Application of Reading Communicative Competence in English includes four aspects，such as listening，speaking，reading and municative language teaching on the “Reading” concept，is not narrowly “reading” the article，it also includes reading letters and reading aloud.Reading the article by which the indirect communication between the author and students are made，and communicative Ability to read and improve their abilities to complement to each other； and communicative approach to reading not only gives great importance，but it also has its own unique understanding and access to information，putting forward the reading goal while reading，training students with interpersonal skills，paying attention to guid students to learn the basic knowledge of English，expanding vocabulary by reading and be familiar with the English habit of using language to express and enhance the capacity of primary school English.Taking the fourth class of section 23 as an example，how the teacher instruct students to read.(1) To allow students to read an article “My school day”.(2) Teachers design a “Ditch information” content of the forms distributed to students，and layout survey requirements，to enable students to have real exchanges awareness.(3) Students leave their seats to investigate and make investigation records.(4) Students concentrate on their own investigations.The above examples specific design as follows：Teachers ask students to do an investigation with the question “What time do you do?” “Action Get up Go to school Classes begin Classes over Get home Time” After investigation students use the sentence “I at ” to answer question.

Ⅲ Problems should be noted in the implementation of the communicative approach

(1) To design an appropriate communication activities.When teachers design communication activities，it is necessary to allow students in the activities having a role to play，to talk freely，and let every student feel that “I can do”，“I will do so”.For example，as the same topic “Happy birthday”，low grade students only need to make simple exchanges，congratulate each other of a happy birthday，sing the birthday song，they present cards and gifts，using the model “It is for you” to practice the sentence； high grade students can call to invite classmates to participate their own the birthday Party.If the activities teachers designed are only suitable for some students who have good foundation of English，it can not be regarded as successful activities.In short，communicative activities in the design of the classroom，teachers should design well of activities with different levels of difficulty，even the pre-designed activities，students should also be under the control of the situation at any time to be adjusted.Because of students in different grades，teachers should practice a good grasp of the form，content and degree of different levels.(2) Teaching of cultural infiltration.The actual language learning is social and cultural learning with the rules of English.Teachers in the classroom should be ready to the content of the communication involved the background knowledge what will pass to the students，and compare with the native language in a similar scene，it will enable students to get a correct understanding the language communication； and secondly，it also help to strengthen our understanding of the country's well.Such as Britain and the United States have the customary terms：“Hello，This is.” In stand of “Who are you? ” Meet greeted with “Hello” or“ Hi”，instead of ask “Have you eaten your lunch?” and so on.In short，the necessary of modern communication and the requirements of English teaching，the ultimate goal of English syllabus are to train students with interpersonal municative approach to training is an effective way for students.It would improve the overall quality of students' English.The more the role of English is obvious，the more people will be favor of it.Just like the proverb goes “road slowly repair much of their fortune，” Let us work together.
