Thereareanumberofreasonsforthisincreaseinviolence.OnereasonisthatCoalitionandIraqiforceshavebeenconductingfocusedoperationstobringsecuritytoBaghdad.Sidebyside,IraqiandAmericanforcesareoperatinginthecity''''smostviolentareastodisruptalQaeda,captureenemyfighters,crackdownonIEDmakers,andbreakupdeathsquads.Asweengageourenemiesintheirstronghold,theseenemiesareputtingupatoughfight.InabriefinginIraqonThursday,GeneralWilliamCaldwellsaidtheoperationtosecureBaghdadhas"notmetouroverallexpectations."Healsoexplained,"It''''snocoincidencethatthesurgeinattacksagainstcoalitionforcescoincideswithourincreasedpresenceinthestreetsinBaghdad."

AnotherreasonfortherecentincreaseinattacksisthattheterroristsaretryingtoinfluencepublicopinionhereintheUnitedStates.Theyhaveasophisticatedpropagandastrategy.Theyknowtheycannotdefeatusinthebattle,sotheyconducthigh-profileattacks,hopingthattheimagesofviolencewilldemoralizeourcountryandforceustoretreat.Theycarryvideocamerasandfilmtheiratrocities,andbroadcastthemontheInternet.Theye-mailimagesandvideoclipstoMiddleEasterncablenetworkslikeal-Jazeera,andinstructtheirfollowerstosendthesamematerialtoAmericanjournalists,authors,andopinionleaders.Theyoperatewebsites,wheretheypostmessagesfortheirfollowersandreadersacrosstheworld.

Inonerecentmessage,theGlobalIslamicMediaFront--agroupthatoftenpostsalQaedapropagandaonwebsites--saidtheirgoalisto,"carryoutamediawarthatisparalleltothemilitarywar."ThisisthesamestrategytheterroristslaunchedinAfghanistanfollowing9/11.InalettertotheTalibanleaderMullahOmar,OsamabinLadenwrotethatalQaedaintendedtowage"amediacampaign,tocreateawedgebetweentheAmericanpeopleandtheirgovernment."

TheterroristsaretryingtodivideAmericaandbreakourwill,andwemustnotallowthemtosucceed.SoAmericawillstandwiththedemocraticgovernmentofIraq.WewillhelpPrimeMinisterMalikibuildafreenationthatcangovernitself,sustainitself,anddefenditself.AndwewillhelpIraqbecomeastrongdemocracythatisastrongallyinthewaronterror.

Thereisonethingwewillnotdo:Wewillnotpullourtroopsoffthebattlefieldbeforethemissioniscomplete.TherearesomeinWashingtonwhoarguethatretreatingfromIraqwouldmakeussafer.Idisagree.RetreatingfromIraqwouldallowtheterroriststogainanewsafehavenfromwhichtolaunchnewattacksonAmerica.RetreatingfromIraqwoulddishonorthemenandwomenwhohavegiventheirlivesinthatcountry,andmeantheirsacrificehasbeeninvain.AndretreatingfromIraqwouldemboldentheterrorists,andmakeourcountry,ourfriends,andouralliesmorevulnerabletonewattacks.

ThelastfewweekshavebeenroughforourtroopsinIraq,andfortheIraqipeople.Thefightingisdifficult,butourNationhasseendifficultfightsbefore.InWorldWarIIandtheColdWar,e公務(wù)員之家版權(quán)所有arliergenerationsofAmericanssacrificedsothatwecanliveinfreedom.Thisgenerationwilldoitsdutyaswell.Wewilldefeattheterroristseverywheretheymaketheirstand,andwewillleaveamorehopefulworldforourchildrenandourgrandchildren.
