Atthisyear''''ssummit,wewillalsodiscusshowtopromotethespreadoffreedomanddemocracy,andhowourcountriescanworktogethertoexpandtradeandprosperityforallourcitizens.
Astheworld''''seconomicpowersgatherfortheG8,theAmericaneconomyremainstheenvyoftheworld.Andthisweekwereceivedevenmorepositivenewsaboutoureconomy.OnTuesday,myadministration''''sOfficeofManagementandBudgetreleaseditsannualupdateonthebudgetoutlook.Thisyear''''sreportisveryencouraging:Becauseoureconomycontinuestoenjoystronggrowth,federaltaxrevenuesaregrowing,andwearecuttingthefederaldeficitfasterthanexpected.
Thisgoodnewsisnoaccident.ItistheresultofthehardworkoftheAmericanpeople,andpro-growtheconomicpoliciesinWashington,D.C.Since2001,wehavecuttaxesforeveryonewhopaysincometaxes,reducedthemarriagepenalty,doubledthechildtaxcredit,andputthedeathtaxontheroadtoextinction.Wecuttaxratespaidbymostsmallbusinessesandfurtherencouragedexpansionby公務(wù)員之家版權(quán)所有cuttingtaxesondividendsandcapitalgains.
Togetherthesetaxcutshaveleftnearly$1.1trillioninthehandsofAmericansmallbusinessowners,workers,andfamilies.Andyouhaveusedthismoneytohelpspuraneconomicresurgencethathasproduced18straightquartersofgrowth.
SomeinWashingtonthinkthechoiceisbetweencuttingtaxesandcuttingthedeficit.Thisweek''''snumbersshowthatthisisafalsechoice.Theeconomicgrowthfueledbytaxreliefhashelpedsendtaxrevenuessoaring.Whentheeconomygrows,businessesgrowwithit,peopleearnmoremoney,andtheypaytaxesonthisnewincome.
In2005,taxrevenuespostedthelargestincreasein24years,andthey''''reprojectedtoriseagainthisyear.Theincreaseintaxrevenuesismuchbetterthanwehadprojected,anditishelpinguscutthebudgetdeficit.
Ouroriginalprojectionforthisyear''''sbudgetdeficitwas$423billion.Thisweek''''sreportfromOMBprojectsthatthisyear''''sdeficitwillactuallycomeinat$296billion,areductionof$127billion.Thatisatremendousdifference,and90percentofitisbecauseourgrowingeconomyhasproducedalotmoretaxrevenues.
Becauseofthesenewrevenues,wenowprojectthatwe''''llmeetourgoalofcuttingthefederaldeficitinhalfby2008,afullyearaheadofschedule.Thisisrealprogress,yetwecannotdependonagrowingeconomyalonetocutthedeficit.Wemustalsocutwasteandrestrainunnecessarygovernmentspending.Andmyadministrationisdoingitspart.
EveryyearsinceItookofficewehavereducedthegrowthofdiscretionaryspendingthatisnotrelatedtonationalsecurity.Mylasttwobudgetshaveactuallycutthiskindofspending.IamalsoworkingwithCongresstopassalineitemveto,whichwillhelpmeandfuturePresidentstargetwastefulspendingthatlawmakerstackontolargebills.TheHousehasalreadypassedthismeasurewithsignificantbipartisansupport.NowtheSenateneedstoactandgetalineitemvetotomydesktosignintolaw.
Finally,IwillcontinuetoworkwithCongresstoaddresstheunsustainablegrowthofentitlementspendingsothatwecansaveprogramslikeSocialSecurity,Medicare,andMedicaidforourchildrenandgrandchildren.
